This year, many of those who lived in the dachas remembered the colonel of the Zhanshin police, because all rescue operations took place under his personal control and leadership. The police began to warn people living in the sinking zone in advance about the need to take valuable things in advance and evacuate, but many refused to leave their homes. Zhanshin is one of those employees who knows how to find an approach to people, to persuade and, thanks to his ability to convince, many still left the zone of sinking before the arrival of big water, this greatly facilitated the work of rescuers, since they did not have to evacuate these citizens and remove them from the roofs of houses.

And the water came very rapidly and at home went under the very roofs in almost a minute. We stopped at every house, exported those who agreed to evacuate, persuaded those who refused. We were already informed that the cottages would go under water, our task was to convey it to citizens to save them.
