The only way out of the situation is the delivery of vessels for scrap metal to get at least some money to pay taxes and salaries.
To date, vessels of entire ports are being sold. Thus, ports on the White Sea, in Novgorod and in a number of other places on the inland waterways, ceased to exist. If private shipowners engaged in the transportation of various goods in some quantities can afford new vessels, then owners of the technical fleet, barely making ends meet, cannot afford to order a new smelting, a demive or other technical vessels.
So the holes are poking in the budget of the company with some single orders. Yes, there are those who can afford new technical ships, but these are state or large companies. One of the main reasons for such decisions is the reluctance to contact small and medium -sized businesses, as well as a misunderstanding of these structures. The banks immediately have the question: “What to do with one or other courts taken for non -payment of a loan from private entrepreneurs?
Take, for example, the Volga-Baltic move. In connection with the general drop in the water level, especially on the Volga River, the need for dredging work increases significantly. The company performed dredging work in the Baltic Sea ports. The same functions on the internal waterways were assigned to the state structure of the Volga-Balt. However, almost the entire fleet of Sevzorgidrodrostoy was sold or cut into scrap metal, and the lack of the necessary financing of the Volga-Balt FBU led to the fact that at the beginning of navigation, they had nothing to put on a navigation atmosphere on certain fairways.
Along the banks of the Volga, there are a huge number of rusty, broken steel ships, as well as debrokaders made of reinforced concrete. Warrings intended for dredging work sank and were cut into scrap metal. In the Murmansk region, in certain harbors at the bottom are the vessels of the fisherman, as well as the Navy, remaining from the Soviet Union. However, after the performance of these grandiose works, having spent all the money earned, the firms again go to survive. Enterprises are bankrupt, property is sold. But the need for their work is huge in the framework of the Russian Federation: dredging, and repair of dilapidated hydraulic structures, and the construction of new berths, shipping, laying underwater cables, pipelines and even mine clearance.
Accordingly, the state simply needs to pay attention to small and medium -sized businesses, still having a technical fleet. Support them with orders. Yes, now Rosmorport has actively engaged in dredging, but our country is large, and not always a municipal enterprise can close all the tasks facing it exclusively, or inviting foreigners. Supporting such an enterprise as ours, the state will only win, because then we will have the opportunity to purchase a new technical fleet and develop in this direction, quickly respond to arising requests.
It is also worth revising the requirements of regulatory authorities, which sometimes only complicate the already difficult position of shipowners. So from the year, mandatory annual measurements of physical factors have been introduced on each vessel of river and sea transport. Previously, such measures were taken in two cases: when completing the construction of the vessel and in case of serious modernization - this was fair.Currently, the stroke of the pen - shipowners have been ordered to perform such measurements in order.
The cost of measurements on one vessel is from 40 or more thousand rubles. Such actions of the regulatory authorities cause bewilderment and complete rejection, since there is no need for these measurements with the naked eye. As a result, one gets the impression that the actions of officials are aimed at a deterioration in the financial situation of shipowners.
And there are a lot of such examples, including related to the execution of many documents on the safety of the courts in connection with terrorism and so on this is not so. I believe that there should be state support for sea and river transport not only in the icebreaker fleet, but also in other areas. State support for shipowners, shipbuilding plants, as well as a competent financial policy of commercial banks under the leadership of the state is needed.
And, as I have already noted, a reasonable distribution of orders. This will allow companies to pay off debts, accumulate the necessary funds that will be aimed at shipyard and shipbuilding plants in Russia. As a result, tens of thousands of jobs will appear, the cost of transportation of goods will decrease, tax revenues to the budget of Russia will increase significantly. Private companies with their technical fleet will not be superfluous.
In addition, such companies, unlike state -owned ones, will be more interested in development, innovations, since the competitive environment always makes you grow and keep up with the times. The average age of sailors in the technical fleet of years. The work of each crew member is due to the presence of a training diploma, a working diploma, the availability of documents on the passage of simulators, a sanitary book and other documents.
All this is controlled by the relevant state bodies such as the state inspection of shipping, Portnadzor and others ... Accordingly, the involvement of people who do not have special documents and permission to work is almost impossible. In this regard, river and sea transport is experiencing serious personnel hunger. Educational institutions produce a certain number of specialists, but they are catastrophically lacking.
Some of the specialists are aimed at working on foreign courts: the so -called "work under the flag." The technical fleet in the perception of youth is prestigious, dirty and low -paid. We carry out orders for both private entrepreneurs and state structures. However, the vessels used by Baltspetsflot LLC in all respects can be considered ancients: from X to X to the x to the last century.
Some of them were raised from under the water and restored, some-underwent major repairs. For these purposes, a shipyard was organized within the framework of our enterprise, since the cost of repairs at other shipyards exceeded all conceivable and unthinkable amounts.
